Elbert County was created in 1874, before Colorado attained statehood, from eastern portions of Douglas County and part of the former Greenwood County. It was named in honor of Samuel Hitt Elbert, Governor of the Territory of Colorado. Originally, the boundaries stretched all the way to the Kansas state line. In 1889 the eastern portion of Elbert County became Lincoln, Kit Carson and Cheyenne counties.
Kiowa is the County Seat.
