James proved up a quarter in 4, 5S 46W in 1900.

It's possible that BLM reversed the names, and it's really Rheuben C. James - there was one in 1900 Jewell County Kansas, with two little girls born in Kansas, and then in Cedar County, Nebraska in 1910 with more kids - both a long way from Yuma County - would be difficult for a married farmer to prove up a claim at that distance.
