Forty-Two WWI Soldiers in Vernon Park

This photograph was passed down from the Madge (Parker) Kohlman family. The only identification on it was a note on the back reading "Beryl Parker is little Uncle Sam." Your help is needed to identify the occasion and other individuals. Details showing faces are below.
What we know at this point --
1) Beryl Parker was born in Feb 1913. The Parker family came to Vernon
in 1914.
2)
The flag displayed is the 1892 forty-four star flag that flew over
Vernon when it was founded. Vernon celebrated its
25th year in 1917 and
its 30th in 1922. (Or was this a special 1919/1920 Vernon "Welcome Home"
for all area
veterans?)
3) Men in the group aren't recruits, several have "wound stripes".
Also there are too many soldiers for Vernon alone so the men in the photo
may have come from anywhere in the area.
4) Max Ross is the fifth from the left, back row. He was on leave in June 1919 after re-enlisting in the air service. - Thank you Lois Ross Blacker -January 2013
June 1923 - "Max Ross and Miss Elsie Wheeler, both of Vernon, obtained a license to wed at Wray on June 1."
Max and Elsie moved to Burdett in Washington County, farming for many years there. Max died in 1976, and is buried in Fort Logan National Cemetery.
5) "Uncle Sam" was portrayed by Clarence Devore He was the son of Ed Devore and ???? Israel, daughter of Mrs. and Mrs. Henry Israel, who were living in Ridgeway in 1909.
ws1916 "Henry Israel was an early settler in the Vernon country. Died in Ridgeway Colorado."
6) "Young America" by Burrell Parker of Vernon. In the 1937 directory is "Parker, John G. (w) Georgia, 1E 10S 2E of Eckley, farmer. Children Elsie, Elva, Major, Merle, Claude, Burrell, Cecil"
7) My guess is that Wilber Chrismer is third from the left, back row
8) and Elmer Herbough is seventh from the left, seated
9) and Elmer Felderman second from right, back row
10) Harry and Pete Hansen sixth and seventh from right, kneeling. Pete with right hand visible.
11) Arnold Hock, second from right, back row ?
