Seneca, Kansas 1914 "Alderman Frank S. Bland, representing the Second Ward in
Seneca, was arraigned before Justice Larimer Thursday afternoon of last week
and pleaded guilty to a charge of using vile and indecent language and
otherwise disturbing the peace of W. H. Bevard, an agent who had called at
the Bland home for the purpose of delivering and collecting for certain
mop-sticks that be h id previously sold to Mrs. Bland. Judge Larimer fined
Bland $2.50 and costs, amounting to $9.75. While making change, Bevard
asserts that Bland came out into the . kitchen and told him that his brushes
or mops were bum. or words to that and not worth the half he asked for
them. By degrees the Councilman lashed himself into a blind fury and
directed a tirade of abuse against the agent, using vile epithets the least
of which is considered the fighting word in polite society. Mrs. Bland, it
is said remonstrated with her irate husband and Bevard says that she told
him that she guessed that she could do what she pleased with her own money.
Bevard took his case to Deputy Attorney Schrempp, who referred him to City
Attorney Bald."
