interests of 3-year-old Mary Elizabeth Harper to live with her
grandparents, rather than with her own father, was the declaration
of Devello Tipple in an application for letters of guardianship
filed in the superior court yesterday. The little girl,
who has lived with her grandparents for three and a half years,
has been with her father and step-mother for the past few days,
the grandfather alleging that they refuse to return her to his custody.
Tipple claims that when his daughter died she gave her parents
her little girl. Her husband, Monte Harper was away at the time,
and when he returned he told the grandparents they might retain
the child. A year ago Harper remarried. He and his wife lived with
the Tipples until they were requested to leave, according to the
petition. Last week the father asked that his daughter
be allowed to visit him and has since refused to give her up."
