Eva was the daughter of Ezra Harley Ulmer and Emma Wakeman Ulmer, who were English-born and immigrated to the U.S. when young children. Eva had one brother and seven sisters. Ezra and Emma Ulmer separated when Eva was a young girl, although Emma never remarried. Ezra lived in Kansas, and Emma stayed in Colorado. Eva's brother, Roy, being the oldest and the only boy, took over as head of household and pretty much raised all his sisters. Alfred and Eva moved several times between Kansas and Colorado, following the crops, then finally settled in Colorado. Alfred left his family in 1938, divorced Eva in 1946, to remarry a woman from North Carolina, named Margaret. In 1954, Eva remarried Ernest Jefferson Phillips, a farm laborer, and they settled along the western slope of Colorado in the Grand Junction area.
